Robert L. and Virginia Gaffney Family Scholarship
The Scholarship:
A $1,000 scholarship is awarded each year to a qualified
high school graduating senior who would be the first
member of their immediate family to earn a degree from
an accredited four-year college.*
* “Immediate family” includes parents, step-parents,
siblings, step-siblings, and legal guardians residing/or
resided in the household.
Background:
Robert and Virginia Gaffney lived and worked in the
Carroll County area for most of their lives, and raised
5 children who attended high school at St Bernard's in
Breda, Iowa. Their children went on to graduate from higher education with a total of 10 college degrees.
This scholarship has been created to honor their parents’ dedication to education, and to encourage others to also become the first members of their family to graduate from college.
Requirements for Application:
1. You must be a graduating Senior or high school
graduate from a high school in Carroll County Iowa.
2. You must potentially be the first person in your
immediate family to graduate from a 4 year College or
University.

3. You will need to complete the downloaded application and fax or send it to the address listed below.
Submission:
All scholarship applications should be submitted no
later than March 31st of the year you wish to be
considered.
The final decision will be made by a majority decision
of the selection committee and is based on a number of
factors-- not just academic achievement. Other
considerations may include community service, character,
need, and overcoming difficult or challenging life
circumstances.
The Committee may reserve the right to withhold the
award if they deem no qualified applications are
submitted.

About The Gaffney Family:
The members of the Gaffney family who are providing the scholarship in their parents’ name are:
Timothy Gaffney, President, VacationDepot.com. A
graduate of Iowa State University with a BA Degree in
Communications, and from the University of Iowa with a
MA Degree in Journalism. He lives in Jupiter, Florida.
Jill Gaffney Valde, Assistant Professor Emeritus of
Nursing, University of Iowa, Iowa City, Iowa. A graduate of the University of Iowa with a Bachelor’s of Science in Nursing and a Master’s of Arts in Nursing, and from Iowa State University with a Ph.D. in Sociology.
Robert T. Gaffney, (deceased), former Manning
City Attorney, Attorney at Law, Manning, Iowa. A graduate of Iowa State University with a BS Degree, a Master Of Public Administration Degree, a Master of Community and Regional Planning Degree, and from the University of Iowa with a Juris Doctor Degree with Distinction.
Mark Gaffney, Mark Gaffney, ( Deceased), Owner, "The
Clip Joint", Flagstaff, AZ., and a long time barber in
Iowa and Arizona.
Mark was a graduate of and Instructor of the Iowa School
of Barbering in Des Moines, Iowa, and was President of
multiple Jaycees organizations in Iowa and Arizona. In
1979 he was selected as JayCee of the Year.
He was a lifelong supporter of Iowa State Athletics, and
was also President of the University of Northern Arizona
Lumberjack's Booster Club.
Julie Gaffney Effron, Julie recently retired as a
Recreational Therapist, Department of Veteran Affairs,
Glendale, AZ. A graduate of Iowa State University with a
BA degree. She now lives outside of Phoenix, Arizona
Bob and Virginia have 2 Grandchildren:
Jake Effron is a graduate of Central College in
Pella, where he majored in Physics and played baseball.
He has also earned a degree in Mechanical Engineering
from Arizona State University, and currently works for
Intel Corp. and lives in the Phoenix area.
Katherine Valde graduated of the University of
Iowa, where she was Student Body President. After
graduation Katherine worked for the Brennan Center for
Social Justice in New York City.
In 2022 she graduated cum laude from Harvard Law School,
and currently works for a law firm in Washington, D.C.
